This measure has no better end. The order describes the states, it does not rank them — see the other direction.
NCES's own definition: lowest grade 3 or below and highest grade 8 or below. Pre-kindergarten counts as below kindergarten, which matters because whether a state codes pre-K at all is a reporting convention — Texas does for thousands of schools and California for none.
