This measure has no better end. The order describes the states, it does not rank them — see the other direction.

People who moved in minus people who moved out, summed over the selected window. This counts moves only — births and deaths are excluded, so it reflects where people are actually relocating rather than where the population happens to be rising. Positive means more arrived than left.
