Lowest electricity rate by state

What a kilowatt-hour costs. The state figure is EIA’s own state series. The county figure is derived: EIA publishes prices by utility and separately lists the counties each utility has distribution equipment in, so this is the median rate among the utilities serving that county — see how many that is under Utilities serving. Customer counts are reported per utility per state, not per county, so a customer-weighted average is not computable and is not attempted. Bundled service only: in a retail-choice state a delivery-only utility bills for part of the supply, and including it would print a rate no household pays. Because the two levels are derived differently, a county can sit above or below its state figure for reasons other than local prices.
