This measure has no better end. The order describes the states, it does not rank them — see the other direction.

Census Population Estimates, comparing the latest year against the April 2020 census base. The whole series is retabulated onto one set of boundaries each vintage, so the two ends of the comparison are always the same geography — which is why Connecticut's planning regions have a figure here. Growth counts arrivals, births and deaths together; net migration rate separates out the moving part.
