This measure has no better end. The order describes the states, it does not rank them — see the other direction.

Mapped public libraries, parks, and community centres per 100,000 residents. The resident view makes places comparable across populations; the land-area view shows how closely they are mapped. This is a count of mapped locations, not a quality, access, safety, opening-hours, size, programming, or affordability rating. OSM coverage is volunteer-maintained and uneven, and parks can be very different sizes; it is therefore best read as a useful local amenity signal rather than a complete inventory. State figures sum the locations and divide by the state’s population or land area.
