Average wind speed at 10 m.
This measure has no better end. The order describes the states, it does not rank them — see the other direction.
Modelled multiyear average wind speed 10 metres above ground, in metres per second. The NREL WIND Toolkit raster covers 2007–2014; county values are means of its pixels inside the county, and state values are population-weighted county means. This is a broad climate description, not gusts, a wind forecast, or a local turbine-siting assessment — terrain, trees and buildings can change wind substantially within a county.
Alabama has the lowest published surface wind in this comparison, at 2.7 m/s. The next states shown are Georgia (2.8 m/s) and Mississippi (2.8 m/s).
The table orders 49 states by average wind speed at 10 m. It describes one published measure, not an overall judgment about where to live.
Use the result as a starting point, then compare the underlying source, dates, and local county figures before making a decision. Not ranked, because this measure is not published for them: Alaska, Hawaii. NREL's comparable 10 m raster covers the contiguous U.S. only, so Alaska and Hawaii are left unavailable rather than substituted with a different product.
