Lowest fair market rent by state

HUD fair market rent, 2-bed.

What HUD judges a modest two-bedroom costs: the 40th percentile of standard-quality units, used to set housing voucher payments. Published for every county, which is why it appears where the Zillow index does not. It is not an asking-rent figure and is set for a whole Fair Market Rent area, so counties inside one metro share a number — read it as a floor for the local market rather than a listing price.
