This measure has no better end. The order describes the states, it does not rank them — see the other direction.
Employer establishments in Census industry NAICS 711310 — promoters of performing arts, sports and similar events with facilities — per 100,000 residents. It covers operators and promoters of arenas, stadiums, theatres, fairs, concerts and festivals where they manage the facility. It is therefore a broad event-venue measure, not a count of music-only venues, individual stages, scheduled events, ticket availability, capacity, quality, or access. It excludes businesses without paid employees. State figures sum county establishments and divide by state population.
