CMS rates hospitals from one to five stars on mortality, safety, readmission, patient experience and timely care. This averages the rated hospitals in the county. Hospitals too small or too new to be rated are excluded rather than counted as zero, so a county's average can rest on a single hospital — read it beside the count.
