Households that filed a tax return from this county having filed from somewhere else the year before. IRS counts filed returns, so it misses people who do not file and counts a household once rather than per person; it will not reconcile with the Census net migration figure above, which counts people. Flows under 20 returns are suppressed for disclosure, so this understates movement in small counties.
