This measure has no better end. The order describes the states, it does not rank them — see the other direction.
Miles of USGS National Digital Trails segments classified as Terra Trail, clipped to the Census county or place boundary and divided by land area. Water trails and segments whose source explicitly prohibits pedestrian use are excluded. Many contributing agencies leave pedestrian access blank, so this is an inventory of mapped land trails rather than a promise that every mile is walkable or publicly accessible. A blank means USGS supplied no trail coverage for that state; zero means no qualifying mapped segment intersects the boundary.
