This measure has no better end. The order describes the states, it does not rank them — see the other direction.

Share heating with bottled, tank or LP gas. Propane is delivered by truck at market prices rather than billed by a regulated utility, so it is both more volatile and easier to overlook when budgeting. Common wherever the gas main does not reach.
