This measure has no better end. The order describes the states, it does not rank them — see the other direction.
The share of current residents age one and over who lived in a different county, state, or country one year earlier. This is a snapshot of who is here now after a recent move: it includes arrivals even when just as many people left. Unlike net migration, it cannot tell whether the county gained or lost people overall. It describes turnover, not whether a place welcomes newcomers or whether they stayed.
