Read this alongside how much gas a state actually burns: Florida looks three times dearer than Montana per unit, but that is because almost no Florida home heats with gas, so fixed monthly charges are spread over almost nothing. Where gas is the main heating fuel, the per-unit price falls in winter as volume rises.
