This measure has no better end. The order describes the states, it does not rank them — see the other direction.

2024 presidential ballots cast per 100 Census-estimated U.S. citizens age 18 or older. This is a closer turnout proxy than ballots per all adult residents, because its denominator excludes noncitizen adults. It is not an official eligible-voter or registration-based turnout rate: it does not remove people ineligible under state law, and election totals and the ACS five-year estimate are not a person-by-person match. Values can exceed 100% where those timing and coverage differences matter. Presidential results only; local and down-ballot participation can differ.
