2024 presidential ballots per 100 adult residents.

This measure has no better end. The order describes the states, it does not rank them — see the other direction.

2024 presidential ballots cast per 100 residents estimated to be age 18 or older. This is not turnout: the denominator includes noncitizens and other adults who cannot vote, while vote totals can include ballots cast by people who later moved. It is an intentionally broad participation context, not an eligible-voter rate.
